SAN LUIS OBISPO COUNTY, Calif. (KEYT) – The San Luis Obispo County Sheriff's Office issued an alert to the public warning about a recent increase in asphalt paving scams in the local area.

Deputies were called to Huasna Township in January and to Nipomo just last week in connection with the scam noted the countywide law enforcement agency.

The scams usually involve people posing as contractors and approaching homeowners with an offer to pave their driveway at a discount stated the San Luis Obispo County Sheriff's Office.

Sometimes the scammers will claim they have leftover materials from another job and rely on high-pressure tactics to rush homeowners into making a rapid decision usually for a cash-only offer detailed the San Luis Obispo County Sheriff's Office.

Once the work is completed, scammers have demanded inflated prices for the job, sometimes two, three, or even ten times the original verbal agreement warned the Sheriff's Office.

The hope for scammers is that homeowners are pressured enough to settle for the much higher prices.

Just as concerning is that the work is often low-quality, improperly installed, or too thin to last explained the San Luis Obispo County Sheriff's Office.

Below are some tips from the San Luis Obispo County Sheriff's Office on how to protect yourself from this and other types of scams:

• Do not accept unsolicited, door-to-door offers for paving services
• Verify the person's contractor license through the California Contractors State License Board or the Better Business Bureau
• Obtain at least three written estimates from reputable companies
• Require a written contract before work begins with the company's name, address, phone number, license number, and a detailed description of the planned work
• Avoid paying in cash by using a check or credit card to ensure a record of the transaction

(CNN) — Almost three months after the US effectively imposed an oil blockade on Cuba that worsened its energy crunch, nearly every aspect of Cuban society has been feeling the strain.

Trash has been piling up on the streets of the capital, hospital stays and surgeries are being limited, people are using wood fires to heat water, and blackouts have become commonplace.

President Miguel Díaz-Canel addressed the crisis in a nationally televised press conference on Friday, during which he insisted that authorities were seeking solutions but acknowledged that the task wouldn’t be simple.

Here’s how Cuba reached this point and where it could go from here.

Increasing US pressure

Since the 1960s, the US has maintained an economic embargo on Cuba that has cost the island “trillions of dollars” and impacted its “overall human development,” according to a United Nations report.

Despite calls from many nations to lift the penalties, the US has recently ratcheted up pressure on the communist-run island.

In early January, the US cut off Cuba’s main oil supplier, Venezuela, after capturing its president in a military raid and forcing its acting government to halt shipments.

Weeks later, Cuba lost oil supply from other providers, such as Mexico, after the US threatened them with additional tariffs, arguing that Havana posed an “extraordinary threat” by aligning itself with “hostile countries and malign actors, (and) hosting their military and intelligence capabilities,” a claim that Cuba rejected.

No oil, no electricity, and now no water

The lack of oil – which Cuba uses to power vehicles and generate electricity – has exacerbated the country’s long-running energy crisis.

Prolonged power outages, which were already a constant in Cuba, have worsened during the first few months of the year, according to Díaz-Canel. Service interruptions have become more frequent, with power plants lacking sufficient fuel to operate.

On Monday, the island suffered its latest nationwide blackout in recent years – the first since the US imposed the oil blockade.

The shortage is also affecting water supply, according to Antonio Rodríguez Rodríguez, president of the National Institute of Hydraulic Resources (INRH). The official said last week that the institution is seeking measures to minimize disruption to distribution, such as installing solar panels to reduce dependence on the electrical grid.

The Cuban government says it is trying to remedy the oil shortage by increasing domestic production.

CNN has reached out to both the INRH and the Aguas de La Habana company to request information on how the damage is being addressed.

‘Tens of thousands’ await surgery

Beyond water and power, the fuel shortage is straining other essential services, including education, transportation and medicine.

“Tens of thousands” of people are waiting for an operation that can’t be carried out due to a lack of electricity, according to Díaz-Canel.

For several weeks now, piles of trash have been accumulating on some streets of Havana because garbage trucks lack the fuel to collect it. Similarly, public transportation has been reduced, resulting in long lines at stations and overcrowded buses.

Los cruces que quedaron definidos este miércoles dejaron un duelo entre equipos españoles y dos mano a mano electrizantes entre conjuntos que ya saben lo que es ganar la “Orejona”.

En ese rubro es el equipo madridista el que saca ventaja, ya que ganó los últimos cuatro mata-mata ante el Bayern: 4-3 (global) en la edición 2023/2024, 4-3 (global) en la 2017/2018, 6-3 (global tras tiempo suplementario) en la 2016/2017 y 5-0 (global) en la edición 2013-2014. El dato que posiblemente genere mayor ilusión en la afición madridista es que en esas cuatro oportunidades, el Merengue fue campeón del torneo.

La ida será en Madrid y la vuelta en Munich.

El otro gran duelo de los cuartos de final.

El campeón defensor venía cumpliendo con una temporada por debajo de las expectativas en cuanto al nivel de juego, pero se destapó en los octavos de final ante otro equipo inglés de peligro: el Chelsea. El PSG goleó 5-2 en Francia y luego se impuso 3-0 en Londres para cerrar un resultado global inapelable.

Los ingleses, por su parte, debieron remontar ante el Galatasaray de Turquía, que ganó por la mínima en la ida. En Inglaterra fue completamente diferente: los Reds fueron la aplanadora que se supone que son y golearon 4-0.

Es un duelo parejo en el historial: hay dos triunfos por lado y ningún empate. Eso sí, los franceses se llevaron la mayor alegría, cuando dejaron afuera al Liverpool en los octavos de la temporada pasada por penales, tras empatar 1-1 en el global. Los dirigidos por Luis Enrique acabaron alzándose con el trofeo. ¿Habrá revancha?

La ida será en París y la vuelta en Inglaterra, igual que en la 2024/2025.

El gran candidato para muchos es el Arsenal, y pergaminos tiene de sobra. Fue el mejor equipo de la fase de liga, con ocho triunfos en fila, aunque en octavos de final dejó algunas dudas.

Es cierto que se impuso en el global al Bayer Leverkusen por 3-1, pero la ida en Alemania fue casi un sufrimiento para los londinenses, que rescataron un empate con un penal polémico en el final. Su férrea defensa y el juego de balón parado son sus principales armas, aunque también tiene una delantera temible en el contragolpe.

Enfrente tendrá ahora a la “Cenicienta” de los cuartos, el Sporting de Lisboa, que sudó más de la cuenta en octavos. En su camino se cruzó el sorprendente Bodo/Glimt de Noruega, el mismo que ya le había ganado al City, al Atlético de Madrid y dos veces al Inter.
