43 drawings in, Powerball’s jackpot swings to $1.25 billion

(CNN) — Powerball’s jackpot pushed to an estimated $1.25 billion for Wednesday night’s drawing after no winners took home the big prize on Monday.

The winning numbers on Monday night were 23, 35, 59, 63, 68, and the red Powerball was 2. There was also a Power Play multiplier of 4, which multiplies non-jackpot winnings by four if ticket purchasers paid $1 extra per game.

The jackpot is the second largest of the year and the sixth highest in the lottery game’s history, according to the Multi-State Lottery Association. It’s been steadily crawling up in value to rival the largest jackpot this year, September’s $1.787 billion jackpot, split between winners in Texas and Missouri.

The winner of the jackpot can choose between two payment options: one upfront payment, followed by 29 escalating installment payments, which lotteries offer through an annuitized prize plan that takes interest into account, or a lump sum.

The lump sum is paid to winners at once from the money in the jackpot pool, which is typically lower than the annuitized value. For this jackpot, it’s an estimated $572.1 million; nearly half of the annuitized amount often advertised on billboards.

Both figures are before taxes, though some states don’t tax lottery winnings. Three of these states, California, Texas and Florida, have had some of the largest jackpot earnings in US lottery history.

The odds of winning Powerball’s jackpot are 1 out of 292.2 million, though the odds are better for smaller cash prizes, some as low as $4.

The next drawing, the 44th drawing in the series – a game record for the most drawings in a jackpot cycle, according to Powerball – is set for Wednesday at 10:59 p.m. ET.

Annual Diablo Canyon emergency information calendars now available to the public

SAN LUIS OBISPO, Calif. (KEYT) - An annual outreach effort to help provide emergency preparedness information about Diablo Canyon Power Plant (DCPP) is now underway in San Luis Obispo County.

Each year at this time, calendars that are created in collaboration between San Luis Obispo County and DCPP operator PG&E are mailed to tens of thousands of homes throughout the county.

"It's pushed out to the public in late November in the Emergency Planning Zone (EPZ), and it has a monthly calendar with beautiful photos from local photographers," said Anita Konopa, San Luis Obispo County Emergency Services Coordinator. "It also has all the important information that the public needs to know about an emergency at Diablo Canyon. We really hope that those beautiful photos help encourage the public to keep that calendar, and that they read it when it comes so they understand what they need to do in an emergency at Diablo Canyon. We also hope they retain that calendar, so in the unlikely event that something does happen at Diablo Canyon, they have that reference available at their fingertips to understand what actions they need to take."

On Tuesday, San Luis Obispo County Office of Emergency Services (OES), along with PG&E, met with members of the media as required by Federal Emergency Management Agency (FEMA) Nuclear Regulatory Commission (NRC) to go safety planning efforts.

"Both county officials and officials from Diablo Canyon work closely together to make sure that we have emergency plans and response in place to ensure that should something happen at Diablo Canyon, we're ready to respond," said Konopa. "One of the things that we like to do is make sure that our media partners are aware of what those plans in response look like, so once a year, we invite them to discuss with them what plans we have in place and how they can help us ensure that the public is safe if there were an emergency at Diablo Canyon."

In a statement about its emergency preparedness planning, PG&E pointed out the efforts the company takes to help ensure the safety for those who live, work and visit the Central Coast.

"At Diablo Canyon and PG&E, we have an unwavering commitment to ensure the safety and health of our coworkers and community. Through our Emergency Planning department, PG&E works with local, state, and federal agencies to implement a comprehensive emergency preparedness program with an overall objective of protecting public health and safety. These partnerships help our community to be prepared for any type of emergency, including wildfires, mudslides, and earthquakes. In Santa Barbara and San Luis Obispo counties, these efforts extend to how residents should prepare and respond to a potential emergency at Diablo Canyon Power Plant. While such an event is highly unlikely due to the facility’s robust design and numerous safeguards, it is important for local residents to have this type of preparedness information."

Putin signals no willingness to compromise on Ukraine despite Trump’s intensifying push for peace

(CNN) — Russian President Vladimir Putin gave a clear indication Wednesday that he will not compromise on his demands for Ukraine to cede territory despite US President Donald Trump’s intensifying push for peace.

In a combative speech delivered as US and European leaders engage in frantic diplomatic efforts to secure a peace agreement, Putin lashed out at Ukraine’s European allies and said Russia would take territory by force if necessary.

“We would prefer to do this, and eliminate the root causes of the conflict, through diplomacy,” Putin said at the annual meeting of the Russian Ministry of Defense.

“If the opposing country and its foreign patrons refuse to engage in substantive discussions, Russia will achieve the liberation of its historical lands through military means,” he added, referring to regions he is demanding Ukraine cedes – a key sticking point in the ongoing peace talks.

This question of territory, as well as security guarantees for Ukraine, has proven difficult to resolve during the peace talks, exposing the competing priorities of Ukraine, the United States, Europe and Russia.

Russia has illegally annexed Ukraine’s Donbas region, but has not fully conquered it. At the current rate of its advance, Russia would only seize the entire region in August 2027, according to an analysis by the Institute for the Study of War, a US-based conflict monitor.

On Monday, Ukrainian President Volodymyr Zelensky said that Kyiv will not recognize the temporarily occupied part of the eastern Donbas region as legally or de-facto Russian.

Trump has been consistently bullish on the prospect of striking a peace deal, saying this week that “we’re closer now than we have been.”

Ukraine’s European allies are more cautious, and have sought robust security guarantees for the country.

Putin was at pains to stress that difference in his speech, saying Russia was “engaged in a dialogue with the US” but that meaningful engagement with Europe on peace was unlikely under the current leadership.

“I hope the same (engagement) will happen with Europe,” he said.
“It is unlikely that this is possible with the current political elites, but in any case, it will be inevitable as we continue to strengthen. If not with the current politicians, then when the current elites in Europe change.”

Putin’s defiant comments came ahead of a key summit this week in Brussels, where European leaders will debate whether to use frozen Russian assets to fund Ukraine.

European Commission President Ursula von der Leyen underscored the importance of reaching an agreement in a speech to the European Parliament Wednesday, calling on the continent to take responsibility for its own security and continue funding Ukraine’s defense against Russia.

“There is no more important act of European defense than supporting Ukraine’s defense. The next days will be a crucial step for securing this. It’s up to us to choose how we fund Ukraine’s fight,” von der Leyen said.

There are two European proposals up for discussion for funding Ukraine – one based on using the frozen assets, the other based on borrowing.
