Estados Unidos anuncia nuevos aranceles del 25 % a Brasil por prácticas comerciales “desleales”

Estados Unidos planea imponer un arancel del 25 % a algunas importaciones brasileñas, después de que una investigación de un año concluyera que el país había incurrido en prácticas comerciales “desleales”.

El Representante Comercial de Estados Unidos (USTR), Jamieson Greer, anunció las medidas el miércoles por la noche en un comunicado, en el que afirma que su investigación concluyó que las políticas brasileñas perjudican los intereses de los estadounidenses con prácticas relacionadas con el comercio digital, aranceles preferenciales injustos, acceso al mercado del etanol y otras áreas.

“El presidente Lula y su Gobierno no han negociado de buena fe con Estados Unidos”, escribió el secretario de Estado Marco Rubio en X. “Sus políticas económicas son perjudiciales para los estadounidenses y para los brasileños. Durante el último año, Lula ha antepuesto su ego al bienestar del pueblo brasileño, y estos aranceles son el precio que paga por ello”.

Los aranceles, propuestos por primera vez el mes pasado, entrarán en vigor el 22 de julio.

Según un comunicado de la Oficina del Representante Comercial de Estados Unidos (USTR), existen exenciones para algunos productos que podrían interrumpir las cadenas de suministro y que no se producen en EE.UU. Esto incluye ciertas materias primas, productos farmacéuticos y café, entre otros.

Greer afirmó que Estados Unidos sigue dispuesto a continuar las negociaciones con Brasil para resolver los problemas.

Estados Unidos inició la investigación inicial el pasado mes de julio en virtud del artículo 301 de la Ley de Comercio de 1974, diseñada para afectar las prácticas extranjeras que inciden en el comercio y la competitividad estadounidenses.

Ese mismo mes, el presidente Donald Trump también anunció un arancel del 50 % a Brasil —que luego retiró— y acusó a su Gobierno de violaciones de los derechos humanos.

Trump había amenazado con medidas económicas si Brasil no ponía fin al juicio contra el expresidente de derecha Jair Bolsonaro.

La Sección 301 se invoca con mayor frecuencia para países que mantienen un superávit comercial significativo con Estados Unidos, como China, que el año pasado exportó US$ 202.100 millones más en bienes de los que importó de Estados Unidos.

El superávit comercial de bienes de Estados Unidos con Brasil fue de US$ 14.400 millones el año pasado, un 112,8 % más que el año anterior.

More than 500 missing after two refugee boats vanish off Myanmar coast, UN agencies say

(CNN) — More than 500 people fleeing violence in Myanmar are feared dead after two boats disappeared in rough conditions off the country’s coast, according to two UN migration bodies.

The vessels reportedly departed from Myanmar’s western Rakhine State in late June and were carrying mostly Rohingya passengers, according to a joint statement from the International Organization for Migration and the UN Refugee Agency Thursday.

One boat reportedly carrying 250 people lost contact shortly after departure while another, with about 280 passengers, is believed to have sunk off Myanmar’s Ayeyarwady coast on July 8, according to the statement.

The Rohingya are a stateless Muslim ethnic minority group from Myanmar’s Rakhine state, who have faced decades of state-sponsored persecution, violence and what the US has classified as genocide.

While more than 1 million Rohingya have fled across the border to Cox’s Bazar in Bangladesh, where they are mostly confined to overcrowded and squalid camps, roughly 630,000 still live in Rakhine, according to Human Rights Watch.

Myanmar has been in the throes of bloody civil war for more than five years, since the military junta ousted the elected government in 2021. At least 100,000 have been killed in the fighting, according to conflict monitoring group ACLED.

A grave humanitarian crisis is unfolding in Rakhine, exacerbated by the escalating conflict between the junta and the Arakan Army rebel group, which controls much of the state.

Many refugees continue to make perilous sea journeys on rickety boats to flee the violence.

Some of the passengers feared dead had reportedly traveled to Rakhine from the refugee camps in Cox’s Bazar, Bangladesh, the UN bodies said.

These journeys took place outside of the “regular sailing season,” their statement said, when sea conditions are more dangerous. Recent heavy rainfall and flooding across the region have made the trip even more risky.

Last week torrential rains triggered deadly mudslides and flooding in Cox’s Bazar, flattening shelters and killing more than a dozen people, including children.

Growing toll

While the reports of the capsized boats have yet to be officially confirmed, the IOM and UNHCR said they are “gravely concerned by the potentially devastating loss of life.”

Nearly 300 people have already died or been reported missing in the Andaman Sea and Bay of Bengal so far this year, they said.

“These reports underscore the devastating impact of protracted conflict and displacement, as well as the continued lack of sustainable solutions for Rohingya communities,” the statement said.

“Escalating conflict and a worsening humanitarian situation in Myanmar, along with limited assistance and opportunities in refugee camps in Bangladesh, contribute to increasing numbers of people attempting perilous sea journeys in search of safety and protection.”

The agencies called for stronger regional and international efforts to prevent further deaths “along one of the world’s deadliest maritime routes,” including through “enhanced search and rescue efforts, access to asylum and protection, and actions against smuggling and trafficking networks.”

Exclusivo: EE.UU. no habría realizado una revisión estándar de datos de inteligencia vinculados con ataque a escuela en Irán

(CNN) — Russian missiles struck Kyiv early Thursday, with loud explosions heard in the Ukrainian capital just hours before British Prime Minister Keir Starmer is set to arrive for a meeting with President Volodymyr Zelensky.

The attack hit two districts of Kyiv and killed two people, including a teenager, according to Ukraine’s State Emergency Service. The strike caused fires at warehouses and nearby vehicles, it said.

The attack came ahead of Starmer’s visit to Kyiv on Thursday – one of his final international engagements before he makes way for a new prime minister.

Starmer and Zelensky are set to discuss progress made in the war against Russia, including the UK’s efforts to support Ukraine both militarily and diplomatically.

“I am so proud of what Britain has contributed,” Starmer said in a statement. “That work will continue, and our cast-iron support for Ukraine will always endure. Not just for them and for European security, but for families in Britain who have felt the cost of this war through rising prices.”

The Thursday attack also comes after Zelensky dismissed Ukraine’s defense minister, Mykhaylo Fedorov, in a government reshuffle. Just days earlier, Zelensky had also dismissed Prime Minister Yulia Svyrydenko, who had only served a year in office.

The reshuffle has been controversial, with some critics warning it could cause instability at a critical time of the war, Reuters reported. Fedorov led Ukraine’s war effort, including the technological evolution that has made Kyiv such a formidable opponent.

In a statement late Wednesday, Fedorov said it had been a “great honor” to serve in his role. He praised his team’s achievements during his tenure – including beefing up Ukraine’s drone program and air defenses, significantly increasing its forces’ ability to intercept Russian drones and cruise missiles.

Ukraine also successfully carried out a ballistic missile test, he revealed – conducted, “symbolically, on the day the government was formed.”

Nearly five years into the conflict, the toll has been heavy for both sides. Ukraine’s advanced drone campaign has had extraordinary scale and impact, especially in the past month. Kyiv has sometimes launched hundreds of drones in a single night, targeting oil refineries, naval vessels and weapons, showing an increasing ability to strike deep into Russian territory.

Some of these attacks forced Moscow to suspend traffic this week through the gateway to the Black Sea, a key waterway that had for years been out of Kyiv’s reach – limiting the Kremlin’s ability to trade with the rest of the world.

But Ukraine is feeling the pain, too. June was the deadliest month for Ukrainian civilians since April 2022, the United Nations said this week – an increase driven by long-range Russian missiles fired into urban residential buildings.

Zelensky has repeatedly pleaded with allies to provide more support in bolstering Ukraine’s depleted air defenses – including the tentative go-ahead from the US to manufacture its own Patriot intercepters, the only weapon that can take down some of Russia’s most advanced ballistic missiles.

In a surprise announcement on the sidelines of the NATO summit in Turkey last week, US President Donald Trump publicly gave Ukraine the green light to make the Patriots – though he was vague in his wording and admitted he had not yet discussed the issue with the US manufacturers of the systems.

US announces new 25% tariffs on Brazil for ‘unfair’ trade practices

(CNN) — The US plans to impose a 25% tariff on some Brazilian imports, after a yearlong investigation concluded that the country had engaged in “unfair” trade practices.

United States Trade Representative (USTR) Jamieson Greer ‌announced the measures late Wednesday in a statement, saying their investigation concluded Brazilian policies harm the interests of Americans with practices relating to digital trade, unfair preferential tariffs, ethanol market access and other areas.

“President Lula and his government have not negotiated with the US in good faith,” Secretary of State Marco Rubio wrote on X. “His economic policies are bad for Americans and bad for Brazilians. For the past year, Lula has put his own ego ahead of making a deal for the welfare of the Brazilian people, and these tariffs are the price for that.”

The tariffs, first proposed last month, will go into effect on July 22.

Exemptions apply to some goods that could disrupt supply chains and that are not produced in the US, a notice shared by the Office of the USTR said. This includes certain raw materials, pharmaceuticals, coffee, among others.

Greer said the US remains open to continuing negotiations with Brazil to resolve the issues.

The US launched the initial investigation last July under Section 301 of the Trade Act of 1974, designed to affect foreign practices affecting US commerce and competitiveness.

That same month President Donald Trump also announced a 50% tariff on Brazil –– later dropped –– and accused its government of human rights abuses. Trump had threatened economic measures if Brazil did not end its trial against the right-wing former president Jair Bolsonaro.

Section 301 is most often invoked for countries that run a significant trade surplus with the US like China, which exported $202.1 billion more in goods last year than it imported from the US. The US goods trade surplus with Brazil was $14.4 billion last year, up 112.8% compared to the year prior.
