US accuses China of secret nuclear test as Trump admin calls for broader nuclear weapons agreement

(CNN) — The United States on Friday accused China of carrying out a secret nuclear test in 2020 as the Trump administration calls for a broader nuclear weapons agreement including both China and Russia.

The allegation comes a day after the last remaining nuclear arms control treaty between the US and Russia lapsed, leaving the world’s largest nuclear superpowers without limits on their arsenals for the first time in decades.

President Donald Trump and other top officials in his administration have made clear they will no longer abide by the limitations of the New START Treaty and instead have argued they need a new deal to address threats from Moscow and Beijing. And Trump last year called for the resumption of US nuclear weapons tests.

“Today, I can reveal that the U.S. Government is aware that China has conducted nuclear explosive tests, including preparing for tests with designated yields in the hundreds of tons,” Undersecretary of State for Arms Control and International Security Thomas DiNanno said in remarks at a global Disarmament Conference in Vienna Friday.

“China conducted one such yield producing nuclear test on June 22 of 2020,” he said, without providing further details. A former senior US official told CNN that information about China’s 2020 test had been declassified.

DiNanno accused the Chinese military of seeking “to conceal testing by obfuscating the nuclear explosions because it recognized these tests violate test ban commitments.”

“China has used decoupling – a method to decrease the effectiveness of seismic monitoring – to hide their activities from the world,” he said. According to experts, decoupling happens when a large cavern is dug to lessen the seismic activity from a nuclear explosion, making it harder to detect.

A top official from an organization that works to monitor for nuclear weapons tests worldwide said in a statement Friday that their system “did not detect any event consistent with the characteristics of a nuclear weapon test explosion” on June 22, 2020.

“Subsequent, more detailed analyses have not altered that determination,” said Rob Floyd, the executive secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO).

Floyd said the organization’s International Monitoring System (IMS) “is capable of detecting nuclear test explosions with a yield equivalent to or greater than approximately 500 tonnes of TNT.” He noted it had detected “all six tests conducted and declared by” North Korea.

A yield below 500 tons, which the system would not be able to detect, “is roughly 3 percent of the yield of the explosion that devastated Hiroshima,” he said. Floyd noted that there are mechanisms provided by the Comprehensive Test Ban Treaty (CTBT), which bars “any nuclear weapon test explosion or any other nuclear explosion.” However, those mechanisms can only be used when the treaty enters into force.

Most of the world has signed onto and ratified the treaty. Although both the US and China signed, they have not ratified it and Russia withdrew its ratification in 2023. As such, the Treaty cannot enter into force.

The US and China in the past had said they adhere to a moratorium on nuclear testing, but last year, Trump called for US nuclear weapons testing to resume “on an equal basis.”

In his remarks on Friday, DiNanno suggested that the alleged Chinese testing had motivated Trump’s decree. He also said that “the annual US compliance report has previously assessed that Russia has failed to maintain its testing moratorium by conducting supercritical nuclear weapons tests.”

Exclusive: Navy secretary John Phelan listed as passenger on Jeffrey Epstein’s private plane in 2006

(CNN) — Secretary of the Navy John Phelan is named on a flight manifest found among millions of documents related to convicted sex offender Jeffrey Epstein that have been released in recent months, showing that he flew in 2006 from London to New York on Epstein’s private plane.

The manifest lists Phelan alongside 12 other passengers including Epstein and apparently Jean-Luc Brunel, a French modeling agent and close associate of Epstein who was facing charges of sexual assault and rape of a minor when he was found dead in his prison cell in 2022. Brunel’s name appears to have been misspelled as “Jean Luk Brunnel” on the manifest.

Six names on the list are redacted. The flight left London traveling to New York on the afternoon of March 3, 2006.

Phelan declined to comment through a Navy spokesperson.

A close friend of Phelan’s confirmed that Phelan was on board the flight, but emphasized it was the only time Phelan interacted with Epstein and that he was invited to fly by Bear Stearns CEO Jimmy Cayne, who died in 2021.

Phelan, who was working in the financial sector at the time, did not know they’d be riding on Epstein’s plane until they arrived, Phelan’s friend told CNN. During the flight, Epstein pitched the other financiers on a tax concept that Phelan “had no interest in,” the friend said, and Phelan never spoke or interacted with Epstein again.

Three other passengers, all with apparent ties to the financial sector, are listed in the document. According to details on the manifest, the plane —  a Boeing 727 — was one of the notorious aircraft owned by Epstein. There is no evidence Phelan knew of any wrongdoing by Epstein or his associates when he took the flight. Epstein was first indicted in Florida several months later in July 2006 for felony solicitation of prostitution.

Phelan, a businessman with no prior military service, was previously the founder and chairman of Rugger Management LLC, a private investment firm he formed in 2022, before being confirmed as secretary of the Navy in March 2025.

The manifest was part of a document dump from the House Oversight Committee last year. Redactions throughout the documents are largely used to protect the names of victims and other identifying information, the Justice Department website hosting the files says. The Justice Department released roughly three million more documents related to Epstein last week.

Phelan and his wife are prominent art collectors and fundraised millions for President Donald Trump’s campaign, including holding a high-dollar fundraising dinner for Trump in August 2024.

Trump announced Phelan as his pick for secretary of the Navy in November 2024, saying he has “excelled in every endeavor.”

“John will be a tremendous force for our Naval servicemembers, and a steadfast leader in advancing my America First vision,” Trump said at the time. “He will put the business of the US Navy above all else.”

Two SLO County Teens Arrested in Arizona in Cryptocurrency Extortion Scheme

SAN LUIS OBISPO, Calif. (KEYT) - Two teens from San Luis Obispo were arrested in Arizona last week in connection with an online extortion scheme in pursuit of cryptocurrency..

Their crime is a twisted cautionary tale of online extortion involving cryptocurrency.

One of the teens lives in San Luis Obispo and attended SLO High School, while the other lived in Morro Bay.

The teens told Arizona authorities after their arrest that the two had only just met.

A resident of the Arizona neighborhood where the incident took place last Saturday, Ari Parker, provided our affiliates with Ring Camera footage of the vehicle the boys were driving, though he didn’t think much of it at the moment he saw them.

Just down the street from Parker in the Scottsdale neighborhood, SLO county teens Jackson Sullivan and Skylar Lapeille, both disguised as delivery drivers, forced their way into the home of Parker’s neighbor.

Aggressively and violently restraining two adults, the teens demanded a figure of $66 million in cryptocurrency.

A third resident managed to call local police, who arrived to the active home invasion. The teens fled and, after a pursuit, hit a dead end and were arrested.

Once in custody, the teens told Arizona authorities they had only just met as a result of an online extortion scheme via the app known as “Signal.”

Unidentified characters known as “Red” and “8” allegedly sent Sullivan and Lapeille to Arizona with funds to purchase supplies needed for the home invasion.

The goal was to seize the alleged $66 million, and when the victim denied possession of the money, the situation escalated.

Officials at San Luis Obispo High School have confirmed that Jackson Sullivan had been a student there.

The teens are being held in Arizona to be tried as adults on a total of 9 felony charges including kidnapping, second-degree burglary, criminal impersonation, disorderly conduct, and felony flight.
