Private jet carrying 8 people crashes at Bangor, Maine, airport, source says

(CNN) — A private jet carrying eight people crashed on takeoff from Bangor, Maine, Sunday evening, a source briefed on the incident told CNN based on preliminary information.

The extent of their injuries is not known, the source said.

The plane is a Bombardier Challenger 650 business jet.

The airport told CNN in a statement emergency crews responded to an incident around 7:45 p.m. ET. The airport is closed.

The crash comes amid a massive snowstorm making its way through the Northeast. Temperatures are well below freezing in Maine, with light snow causing very low visibility.

The plane is registered to a limited liability corporation in Houston, according to federal records.

This is a developing story and will be updated.

Officials say Alex Pretti ‘brandished’ a weapon, but have offered no evidence. Why that term matters

(CNN) — Federal officials have claimed Alex Pretti, who was fatally shot by at least one Border Patrol agent in Minneapolis Saturday, “brandished” a firearm to officers.

“This individual went and impeded their law enforcement operations, attacked those officers, had a weapon on him and multiple dozens of rounds of ammunition, wishing to inflict harm on these officers, coming, brandishing like that,” Department of Homeland Security Secretary Kristi Noem said Saturday.

In addition to the common meaning of the phrase, brandishing a weapon is also a criminal charge with a legal definition. A person can meet the definition of brandishing without even showing the gun, but given how quickly officials made that claim, it’s “implausible” DHS had time to do an investigation that would be thorough enough to support that claim, a policing expert said.

Noem did not provide detail about when, exactly, she alleges the “brandishing” happened. “Brandishing” has a specific legal meaning, according to Title 18 of the United States Code pertaining to Crimes and Criminal Procedure. Its defines the term, as it relates to firearms, this way: “to display all or part of the firearm, or otherwise make the presence of the firearm known to another person, in order to intimidate that person, regardless of whether the firearm is directly visible to that person.”

It is possible to “brandish” a weapon without holding it, according to Seth Stoughton, policing expert and law professor at the University of South Carolina, who responded to CNN’s questions over email. “Think of a bank robber who gestures to a concealed or partially concealed weapon to draw attention to the fact that they are armed as part of the robbery.”

“However, merely possessing a gun or even drawing attention to it (for example, the way a motorist during a traffic stop might tell officers that there is a gun in the glovebox) does not constitute brandishing,” Stoughton added.

When CNN’s Dana Bash asked Border Patrol Commander-at-Large Gregory Bovino Sunday if officials have evidence to support their claim Pretti was “brandishing” his weapon, Bovino said Pretti’s firearm, at some point, became visible to officers.

”He brought a semi-automatic weapon to a riot, assaulted federal officers, and at some point, they saw that weapon,” Bovino said. “So, I do believe (Noem) is 100% spot-on in what she said.”

CNN analyzed footage from the shooting that appeared to a show an officer removing a gun from Pretti just prior to officers shooting him. DHS says Pretti “approached” officers while they were “conducting a targeted operation” against an undocumented immigrant.

Bystander video shows one agent reaching into the scrum of other officers seeking to restrain Pretti and retrieving a weapon that appears to match the firearm DHS says Pretti possessed.

At least one agent can be heard shouting “he’s got a gun” when the unidentified officer reaches into Pretti’s waistband as the pile of officers try to subdue him. Just over one second after the officer emerges holding the weapon, a shot rings out, followed by at least 9 more, according to videos.

Stoughton said he has seen no evidence to support Noem’s description that Pretti was “brandishing” the firearm and notes Noem did not provide any.

Here’s the latest on the first trilateral talks between Ukraine, Russia and US as negotiators set plans for future meeting

(CNN) — Ukrainian President Volodymyr Zelensky on Sunday highlighted progress made by Russian, Ukrainian and American negotiators in the United Arab Emirates capital of Abu Dhabi, even as the path to achieving peace remains unclear.

“A lot was discussed, and it is important that the conversations were constructive,” Zelensky wrote on social media, adding, “The central focus of the discussions was the possible parameters for ending the war.”

The trilateral talks held on Friday and Saturday were the first time that officials from all three countries sat down together since Russia invaded Ukraine in 2022. One US official said the meeting marked a significant step forward after months of quiet diplomacy, stressing that while a final deal is not guaranteed, progress would not have been possible without face-to-face talks.

The diplomatic effort came as Russia launched its largest overnight aerial attack on Ukraine so far this year.

Though the two-day session did not yield a breakthrough, the parties signaled hope for a future deal.

“Provided there is readiness to move forward – and Ukraine is ready – further meetings will take place, potentially as early as next week,” Zelensky said.

US President Donald Trump’s special envoy Steve Witkoff similarly characterized the talks as “very constructive” and noted that “plans were made to continue conversations next week in Abu Dhabi.”

“President Trump and his entire team are dedicated to bringing peace to this war,” Witkoff said.

The next round of talks will begin in Abu Dhabi on February 1, US officials said.

On Sunday, Zelensky said that a document outlining security guarantees sought by Ukraine — a key issue for the country’s Ukraine’s postwar stability — is “100% ready.”

Kyiv is now hoping to set a time and place to sign the deal, he said.

“For us, security guarantees are primarily bilateral security guarantees with the US. The document is 100% ready. We expect our partners to be ready with the date and place when we will sign it,” Zelensky said at a news conference in Lithuania.

He added that the document will then need to be ratified by the US Congress and the Ukrainian parliament.

The US has led bilateral negotiations with Ukraine and Russia for months, working to resolve the outstanding issues as the fighting rages on.

In Abu Dhabi, the negotiators discussed a revised 20-point plan that addresses issues of territory, economy, security, and other areas.

Despite the progress touted by the US and Ukrainian sides, the divisive issue of territory continued to be a point of contention, with no clear resolution met.

Control of the eastern Ukrainian region known as the Donbas, made up of the coal-rich regions of Donetsk and Luhansk, has been a core demand of Russia.

Ahead of the Abu Dhabi talks, Kremlin spokesperson Dmitry Peskov said Ukraine leaving the Donbas remains a key condition for Moscow.

“Russia’s position is well known: The Ukrainian armed forces must leave Donbas, must withdraw from there; this is a very important condition,” Peskov said.
