(CNN) — When Rep. Emilia Sykes met with Democratic leaders about the pervasiveness of sexual harassment on Capitol Hill, she made one thing very clear to Hakeem Jeffries: this could not just be a women’s issue.

“This could all be eliminated and we wouldn’t even be here if these members were not abusing their power, and so we need to get to the root cause,” the Ohio Democrat said. “We cannot do this alone.”

Not even 10 years on from Congress’ last attempt to reform the process for reporting sexual harassment on Capitol Hill, leaders from the Republican and Democratic Women’s Caucuses have been tasked with overhauling the process again. Two of them — Sykes and Florida Republican Rep. Kat Cammack — sat down exclusively with CNN to detail their goals, provide insight into a forming strategy and even acknowledge the limitations of that work.

“We have seen where this is a bipartisan problem, which is why it is requiring a bipartisan solution. And if you are a creep on Capitol Hill, we’re here to say that creeps need not apply,” Cammack said.

The congresswoman promised that “we’ll see additional repercussions for members that have acted inappropriately,” but, she added, “we want to see this stop before it ever gets to that point.”

The plan, they say, is to work quickly, a challenge in a body that is only six months out from a contentious midterm election and already struggling to pass bipartisan legislation.

They are aiming to devise a series of reforms that could move more expeditiously through the House administration committee and pass as a resolution. They also are entertaining a wide variety of options that they hope can shape the culture that has made Capitol Hill such a breeding ground for harassment.

One idea being considered, Cammack said, is new disclosure requirements for members who have ever settled sexual harassment claims or had cases brought against them.

And while it is against House rules for a members of Congress to enter into relationships with their own staff, there is no such rule barring a member of Congress from having relationships with staff from other offices. The pair argued this can blur boundaries and is ripe for abuse.

“As a matter of judgment, it’s not a great idea,” Sykes said. “It just creates so many potential issues, and I can understand folks tend to meet their spouses and their partners in their workplace, but there has to be a level of judgment and thoughtfulness so you’re not putting yourself or someone else in harm’s way.”

Currently, staffers facing harassment and seeking help can turn to a long list of entities from the Office of Congressional Workplace Rights to the Office of Employee Advocacy to the House Ethics Committee. But the processes of each, the lawmakers argued, are ill-defined and often not well-publicized among the staffers who may need to access them.

When allegations reach the House and Senate Ethics Committees, the lawmakers pointed out, cases can languish for months and even years before any hope of resolution.

“Today if a woman was harassed or, God forbid, assaulted, if there was a situation, she wouldn’t really know where to go. The training is woefully inadequate, and she would wonder, ‘Who do I talk to, where do I go?’” Cammack said. “On top of that, there is this real fear, and it is a credible fear of retaliation. People work so very hard to get to Capitol Hill, they work endless hours and they feel like if they report that they will be retaliated against.”

Another area ripe for reform, they argue, is training, which they say is especially inadequate for lawmakers.

VENTURA, Calif. (KEYT) – Two Ventura men were taken into custody after a high-speed motorcycle pursuit through Ventura Thursday afternoon.

On May 14, officers saw two people riding unregistered electric motorcycles near the intersection of Victoria Avenue and Telegraph Road and when officers attempted a traffic stop, the pair fled stated a press release from the Ventura Police Department.

The riders lead officers on a high-speed chase through city streets and a shopping center before one of the riders stopped and was taken into custody shared the Ventura Police Department.

The second rider was able to avoid pursuing officers, but was later located and arrested without further incident shared the local law enforcement agency.

No injuries were reported noted the Ventura Police Department.

The riders were identified as a 25-year-old and a 19-year-old, both from Ventura, and they were booked on charges of felony evading and multiple vehicle code violations detailed the Ventura Police Department.

Both men share a last name and have the same address, their electric motorcycles were impounded, and the duo are currently out of custody confirmed the Ventura Police Department to Your News Channel Friday.

El 16 de abril de 2021, Raúl Castro, entonces de 89 años y hermano del fallecido Fidel Castro, renunció como primer secretario del Partido Comunista de Cuba, la máxima posición de poder en la isla. En su lugar quedó el presidente Miguel Díaz-Canel, quien ha prometido preservar la revolución.

Ese día, durante su despedida en la clausura del VIII Congreso del Partido Comunista de Cuba, el también general de ejército advirtió que, mientras viviera, estaría listo, “con el pie en el estribo”, para defender la Cuba socialista.

El cambio generacional ponía fin a casi seis décadas del régimen de los Castro. Sin embargo, para muchos cubanos, Raúl ha seguido ejerciendo lo que consideran una especie de “poder en la sombra” y su presencia e influencia en la escena política del país siguen siendo palpables.

Raúl continúa participando, en ocasiones, en los actos centrales por el triunfo de la revolución cubana. Incluso llegó a recibir a algunos presidentes y líderes políticos de países aliados en el Palacio Nacional.

“El partido es solamente una fachada. Díaz-Canel no tiene poder ninguno; el poder lo tienen Raúl y las Fuerzas Armadas, que, además de tener los cañones, tienen las cuentas bancarias”, asegura Sebastián Arcos, director del Instituto de Investigaciones Cubanas de la Universidad Internacional de la Florida.

Antes de dejar su cargo de primer secretario del partido, Raúl dijo que se iba “con la satisfacción del deber cumplido” y que tenía confianza en el futuro del país.

Hoy, ese futuro es cada vez más incierto. Tras la captura del derrocado presidente de Venezuela, Nicolás Maduro, en un operativo el pasado 3 de enero, el presidente de Estados Unidos, Donald Trump, cortó los envíos de petróleo venezolano a Cuba. Además, amagó con imponer aranceles a otros países que le vendieran crudo, lo que provocó en la isla la peor crisis energética de su historia reciente.

La última aparición pública de Raúl Castro fue el 15 de enero, cuando asistió al funeral de los 32 militares cubanos abatidos durante la captura de Maduro. Vestía uniforme militar y estuvo acompañado por el presidente de Cuba, así como por la cúpula del partido y del Ejército.

El pasado 13 de marzo, Díaz-Canel confirmó en una conferencia de prensa que las conversaciones sostenidas con Washington para buscar una solución albloqueo impuesto a la isla habían sido dirigidas por Raúl y por él.

“Bajo la dirección del general del Ejército como líder histórico de nuestra revolución y la mía, y colegiado con las principales instancias del partido, el Gobierno y el Estado cubano, funcionarios cubanos sostuvieron recientemente conversaciones con representantes del gobierno de Estados Unidos”, dijo ese día.

Este jueves, el canciller de Cuba dijo que está “dispuesto a escuchar” la oferta de US$ 100 millones en ayuda humanitaria de Estados Unidos, aunque remarcó que no tiene detalles específicos sobre la propuesta del Departamento de Estado

Arcos señala que no es casualidad que Díaz-Canel haya mencionado primero a Castro que a sí mismo en aquel discurso de marzo. “Eso es rendir pleitesía al líder verdadero. Es decir, el presidente de Cuba y primer secretario del partido se coloca en segundo lugar”.

El exgobernante cubano no estuvo en ese evento, pero sí su nieto, Raúl Guillermo Rodríguez Castro, conocido como el Cangrejo, quien apareció sentado en el recinto cerca de Díaz-Canel, según las imágenes trasmitidas por la televisión cubana.

“Raulito”, como también lo llaman en Cuba, había participado esa misma mañana en una reunión encabezada por el mandatario cubano junto con miembros del Partido Comunista y del Consejo de Ministros.
