Another storm slams California on Christmas Day with flooding rain, high winds and mountain snow

(CNN) — After a harrowing and deadly Christmas Eve in California with rescues and evacuations amid widespread flooding and debris flow threats, another storm is battering the state Christmas Day, with more expected into Friday.

Already, early on Christmas morning, a line of severe thunderstorms moved into Northern California with wind gusts in excess of 70 mph, setting off flash flooding in the San Francisco metro.

A “moderate” Level 3 of 4 risk of excessive rainfall is in effect for much of Southern California, including Los Angeles, as several more inches of rain are expected in the mountains north of the city and another 2 to 4 inches of rain in the city. Urban areas could see flooding during Christmas Day and into the evening.

Wednesday’s potent storm brought 5 to more than 10 inches of rain to Southern California’s mountains and 2 to 5 inches in lower elevations. While new rainfall amounts there Thursday and Friday will be less than what fell on Christmas Eve, any new rainfall could result in flooding because the ground is already saturated.

Mud slides, rock slides and debris flows are again a threat on Christmas Day, particularly in areas where burn scars are present from recent wildfires. The scorched ground of these scars repels water instead of absorbing it, quickly turning rain into a surge of floodwater that pulls mud and debris with it.

“Any rainfall that occurs will immediately turn to runoff,” said the National Weather Service forecast office in Los Angeles in a forecast discussion early Thursday morning.

California Gov. Gavin Newsom declared a state of emergency in Los Angeles, Orange, Riverside, San Bernardino, San Diego and Shasta counties Wednesday to mobilize resources. The city of Los Angeles also declared a local emergency Wednesday evening to ensure departments “have the required resources in the days ahead,” Mayor Karen Bass said.

Here’s the latest:

  • Flooding rain risk continues: About 15 million people in portions of Southern California are in the moderate-risk zone on Christmas Day, according to the Weather Prediction Center. This includes Los Angeles, San Bernardino, Ventura and Santa Barbara counties. The center termed this a “high-end” moderate risk outlook, indicating the significant threat of further flooding from heavy rainfall. More than a dozen flash flood warnings were issued Wednesday in Southern California, and flood warnings remain in effect for parts of the region through early Christmas Day.
  • Severe thunderstorms slam San Francisco: Flash flood warnings were issued Thursday morning in the San Francisco Bay region as unusually potent thunderstorms packing damaging winds and torrential rainfall moved through the region. San Francisco International Airport recorded a wind gust of 73 mph. San Francisco emergency officials are “monitoring impacts across the city,” Jackie Thornhill, a spokesperson for the Department of Emergency Management, told CNN. They have received reports of downed trees and flooding “with significant impacts to roadways and potential impacts to homes,” she said. More thunderstorms are forecast to affect this region later Christmas Day and any storms that turn severe could produce damaging wind gusts or a brief tornado.

Nasry “Tito” Asfura, declarado como ganador de las elecciones presidenciales de Honduras por la autoridad electoral, llamó a la reconciliación en un mensaje de Nochebuena el miércoles, al tiempo que su competidor más cercano, Salvador Nasralla, aseguró que no acepta el resultado.

“Es tiempo de reconciliación, de unidad y de paz. Debemos de reconocernos como lo que somos: una solo familia hondureña”, dijo Asfura, en un video compartido en Facebook.

El candidato del conservador Partido Nacional, quien fue respaldado por el presidente de Estados Unidos, Donald Trump, días antes de las elecciones del 30 de noviembre pasado, dijo que no le va a fallar a los hondureños cuando asuma como mandatario del país, a fines de enero.

Más temprano el miércoles, Asfura celebró la declaratoria del Consejo Nacional Electoral (CNE) que indica que es el ganador de las elecciones y aseguró que está “preparado para gobernar”.

“Reconozco la gran labor realizada por las consejeras y todo el equipo que llevó a cabo el desarrollo de las elecciones”, escribió en X. “Honduras: Estoy preparado para gobernar. No te voy a fallar. ¡Dios Bendiga Honduras!”, agregó.

Según la presidenta del CNE, Ana Paola Hall, y la consejera vocal Cossette López, que impulsaron la declaratoria, Asfura superó por el 0,74 % de la votación a su más cercano rival, Salvador Nasralla, del Partido Liberal. Ese estrecho margen equivale a un poco más de 27.000 votos.

Asfura tuvo el 40,27 % de los votos frente al 39,53 % de Nasralla, de acuerdo con las consejeras. En tercer lugar quedó la candidata Rixi Moncada, del gobernante Partido Libertad y Refundación, con el 19,19 % de los sufragios.

La declaración de triunfo de Asfura llegó después de un lento proceso poselectoral marcado por un escrutinio especial que comenzó con cinco días de retraso, tuvo interrupciones, desencadenó protestas. En ese conteo, no se revisaron todas las actas con inconsistencias. Las consejeras Hall y López defendieron la decisión de emitir la declaratoria aun sin concluir el escrutinio especial de algunas actas. Dijeron que, de un total de 19.153 actas recibidas, 18.820 fueron divulgadas correctamente mientras 333 tienen inconsistencias. Agregaron que esto implica que el 98,27 % de las actas se pueden considerar como “divulgadas y consistentes”.

Marlon David Ochoa, consejero secretario que completa el pleno del CNE, se opuso a la declaratoria el martes y aseguró que se estaba por consumar un “golpe de Estado electoral” porque, adujo, se buscaba declarar a un ganador sin que termine el escrutinio especial.

Tanto el partido de Nasralla como el oficialista Partido Libertad y Refundación advirtieron que impugnarán el proceso.

Poco después de conocerse la declaratoria del CNE, Nasralla, del Partido Liberal, afirmó que no está dispuesto a aceptar un resultado “construido sobre omisiones”.

is ongoing or expected to begin shortly.

HAZARD…Flash flooding caused by training showers.

IMPACT…Flash flooding of small creeks and streams, urban
areas, highways, streets and underpasses as well as
other poor drainage and low-lying areas. Mudslides and
rockslides.

Springs and Rose Valley Road.
Turn around, don’t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.

* IMPACTS…Flooding of rivers, creeks, streams, and other low-lying
and flood-prone locations is imminent or occurring. Several
structures are flooded. Numerous roads remain closed due to
flooding. Streams continue to rise due to excess runoff from
earlier rainfall. Low-water crossings are inundated with water and
may not be passable. Expect many areas of slow moving or standing
water. It will take several hours for all the water from the
earlier rain to work through local drainage systems in urban
areas. Local media have reported water rescues.

showers 10 miles east of Point Piedras Blancas, or 25 miles
southeast of Gorda, moving north at 30 mph.

HAZARD…Wind gusts of 50 to 55 mph.

IMPACT…Gusty winds could knock down tree limbs and blow around
unsecured objects.
