(CNN) — When it comes to their federal income tax returns, tens of millions of US households pay for tax preparation and filing. Yet many might qualify to do so for free through IRS-approved programs.

So why don’t they use them?

One reason might be the complexity of the tax code.

“Our own research suggests this complexity is a factor in driving families, including low-income families, to use tax preparation intermediaries,” Margot Crandall-Hollick, a principal research associate at the Urban-Brookings Tax Policy Center, told CNN in an email.

The Tax Policy Center, using IRS data, found that in fiscal year 2024, about 85.4 million returns were prepared by paid tax practitioners, while another 61.7 million were prepared by filers using commercial software (of which an estimated 26 million were done for free).

Filers who explore free options may find them difficult to navigate. The services “differ in delivery method—from in-person assistance to guided online do-it-yourself tools—and in eligibility, scope, and availability of state return preparation,” the US Treasury noted in an October 2025 report.

In that same report, Treasury announced it was suspending Direct File — the newest entrant into the free-prep-and-file universe — due largely to the program’s cost to the federal government. The program, which was still in the pilot phase, aimed to eventually provide free guided tax preparation and filing directly through the IRS.

While Direct File is now defunct, several free IRS-approved options remain available this tax-filing season.

The IRS Free File Program

This is the longstanding public-private partnership between the IRS and its “trusted partners” in the private tax-prep software industry.

It’s available to filers whose adjusted gross income for 2025 was $89,000 or less and who have returns using the most commonly filed federal forms.

The IRS provides an interactive questionnaire to help you figure out if you qualify for Free File—and if so, which of its eight partners might provide you with the services you need. Note: Some of the partners may file your state income tax return for free, too.

IRS Free Fillable Forms

The Free File Fillable Forms (FFFF) program gives taxpayers the option to fill out many (but not all) federal tax return forms on the IRS site. There are no income, age or residency limitations on who may do so.

“These are identical to IRS paper forms, so this option is like the old ‘pencil and calculator’ method of filing,” notes the Taxpayer Advocate Service (TAS), an independent organization within the IRS that represents taxpayer interests. “However, the fillable forms don’t come with any additional guidance. If you plan to use this option, you should be comfortable with the process of completing a tax return.”

La presidenta encargada de Venezuela, Delcy Rodríguez, y el secretario de Energía de Estados Unidos, Chris Wright, emitieron este miércoles una declaración conjunta en la que aseguraron que ambos países trabajan en una “agenda energética” común y “a largo tiempo”.

Rodríguez y Wright sostuvieron este miércoles una reunión en el Palacio de Miraflores, en la que participaron delegaciones de Estados Unidos y Venezuela.

Ambas naciones están en conversaciones para lograr “una asociación productiva a largo tiempo que permita una agenda energética, que se convierta en motor de la relación bilateral y que sea productiva, efectiva y beneficiosa para ambos países”, afirmó Rodríguez en declaraciones a la prensa.

“Estoy segura de que a través de la diplomacia vamos a superar nuestras diferencias (…) Que sean el diálogo diplomático, político y energético los canales adecuados y pertinentes para que EE.UU. y Venezuela asuman con madurez cómo seguir avanzando”, manifestó la mandataria encargada.

En relación a las iniciativas, señaló que han conversado sobre proyectos en materia de gas, petróleo, de minería y energía eléctrica y que las delegaciones de ambos países están “viendo los caminos para avanzar lo más rápido posible” en esos aspectos.

Wright, por su parte, agradeció a las autoridades venezolanas e indicó que trae un mensaje del presidente Donald Trump: “Él está completamente comprometido a transformar la relación entre EE.UU. y Venezuela”.

El objetivo, aseguró el secretario de Energía estadounidense, es “acercar a nuestros países mediante el comercio, la paz, con empleos y oportunidades a Venezuela en una asociación con Estados Unidos”.

“Queremos la paz y el comercio, no el conflicto y las acciones militares que tanto han dominado al mundo en regiones como Medio Oriente y el sur de Asia”, añadió el funcionario.

En palabras del secretario de Energía, durante este encuentro sotuvieron “un diálogo maravilloso y muy sincero” sobre las oportunidades a futuro y mencionó los “enormes” recursos naturales que hay en Venezuela: entre ellos el petróleo, el gas y la minería.

“Sabemos que trabajando juntos este año podemos lograr un gran aumento de la producción de gas natural, petróleo y energía eléctrica en Venezuela”, aseguró Wright, lo que mejorará la calidad de vida de los venezolanos y también beneficiará a Estados Unidos, estimó.

Más temprano este miércoles, el secretario de prensa del Departamento de Energía de EE.UU., Ben Dietderich, señaló en una declaración que Wright viajó a Caracas “para impulsar la misión del presidente Trump de restaurar la prosperidad y la seguridad de Venezuela, Estados Unidos y todo el hemisferio occidental”.

El Departamento de Energía de EE.UU. calificó la visita como “histórica”.

El secretario de Energía de EE.UU. se mostró confiado de que habrá “un giro absolutamente dramático” en el estado de las relaciones entre Estados Unidos y Venezuela.

“Creo que veremos un giro absolutamente dramático en la trayectoria de esta nación, en el estado de las relaciones entre Venezuela y Estados Unidos y en las condiciones y el ambiente de negocios y comercio no solo entre nuestros dos países, sino en el hemisferio occidental”, manifestó el funcionario durante una rueda de prensa en Caracas el miércoles.

“Esto es muy diferente, es muy fuera de lo común”, agregó.

Wright continuó diciendo que Estados Unidos no reconoce formalmente al actual Gobierno de Venezuela liderado por la presidenta encargada Delcy Rodríguez, quien asumió el cargo después de que Estados Unidos capturara al presidente Nicolás Maduro hace menos de 40 días.

Más temprano ese día, Rodríguez se negó a responder una pregunta de los medios sobre si Venezuela celebraría elecciones pronto.

(CNN) — The budget-slashing Department of Government Efficiency that upended the federal government at the start of President Donald Trump’s second term has stalled out on Capitol Hill, a reality that’s left conservative lawmakers fuming.

Inside the White House, the cost-cutting crusade marked by mass firings and blanket funding eliminations is largely seen as over, two people familiar with the discussions said, as Trump turns his attention to other priorities. On Capitol Hill, Republicans have passed just a single bill enacting $9 billion in DOGE cuts – far short of Elon Musk’s aim of cutting as much as $2 trillion from the nation’s budget.

And now, Trump officials are signaling they likely will not try to pass another package clawing back more funds, with White House budget director Russell Vought telling one GOP lawmaker last month that it amounted to a long-shot given the razor-thin Republican majority in the House and a lack of appetite in the Senate.

Instead, congressional Republicans signed off on a government funding package that included money the Trump administration had advocated eliminating. A White House attempt to lay off thousands of federal workers during last year’s shutdown was halted by the courts. And Trump said Tuesday that he did not like the haphazard way DOGE downsized the federal workforce, saying he “didn’t want a general cut.”

Even Rep. Tim Burchett, who is taking over as the leader of the congressional subcommittee focused on DOGE, knows he is facing an uphill battle that is unlikely to be successful as a result of resistance on both sides of the aisle.

“They put me on there to die,” Burchett told CNN of why he thinks House GOP leadership gave him this assignment. “They don’t like that I call them out.”

The Tennessee congressman says he is ready to introduce legislation and “publicly embarrass” lawmakers who stand in his way, but he openly admits he doesn’t think his party has the appetite for the kinds of cuts to the federal government he wants to make.

“You can’t win but I’m going to fight it because I think it is worth it. I honestly do. I think we will lose our country if we’re not careful with all this nonsense, $40 trillion in debt. When does it stop? Democrats spend it on woke garbage and we spend it on a military that we don’t need,” he said.

Other conservatives also feel abandoned by their party’s leadership in their efforts to find ways to codify DOGE’s downsizing of the federal government.

Rep. Aaron Bean, who leads a separate DOGE caucus, asked Vought directly in a meeting last month if the Trump administration had plans to send any more bills that would codify DOGE cuts, hoping his answer could spur momentum on Capitol Hill.

Instead, Vought said it was “very difficult” to get the first package done and pointed to the realities of the narrow Republican majorities in Congress, according to Bean.

“If it were totally up to me, we’d be doing one every week. But it’s not up to me,” the Florida congressman said, adding that Vought didn’t firmly rule anything out.

When Bean first convened his group last year, he set up different working groups with the promise to introduce legislation regularly. Now, he can’t remember the last time his group met in 2025 and has been pushing House GOP leadership to make the DOGE caucus more front and center in his party’s agenda.
