(CNN) — The Israeli security cabinet secretly approved the legalization of over 30 new settler outposts and farms in the occupied West Bank last month, according to three Israeli sources familiar with the decision.

Unlike similar decisions in the past, the approval was not publicly announced by Israeli Defense Minister Israel Katz and Finance Minister Bezalel Smotrich who did not respond to CNN request for comment. Two of the sources told CNN the approval was kept quiet to avoid international criticism against the backdrop of surging settler violence toward Palestinians in the West Bank since the outset of the Iran war.

The authorization is part of an ongoing push by the right-wing Israeli government of Prime Minister Benjamin Netanyahu to expand the settlements and entrench Israel’s grip on the land, with the goal of burying the possibility of a future Palestinian state.

The Palestinians want a state in territories Israel captured in the 1967 war, including the West Bank, Gaza and East Jerusalem.

The push to legalize the outposts has been carried out in defiance of international law, which considers all Israeli settlements in the occupied West Bank illegal. Outposts are considered illegal under both Israeli and international law, but settlers have successfully established dozens of unauthorized outposts in recent years and eventually secured Israeli government approvals.

Israeli media reported the decision also includes construction of electricity and water infrastructure to the outposts.

According to Israeli Peace Now Settlement Watch, in 2025 a record number of 86 new outposts were established. In recent years, some of the settlers on those outposts have forced the expulsion and displacement of Palestinian communities following settler violence and harassment.

The Palestinian Authority condemned the move, calling it “a dangerous escalation and a flagrant violation of international law and UN resolutions.” A statement from the office of the Palestinian Authority President, Mahmoud Abbas, said the decision “represents a further Israeli step to implement annexation, expansionist, and displacement plans,” calling on the international community, especially the US, to intervene immediately.

The decision to legalize the outposts, made in a security cabinet meeting on March 25, comes amid a surge in settler violence towards Palestinians since the beginning of the Iran war.

According to the Israeli human rights NGO Yesh Din, there were 305 incidents of settler violence between February 28 and March 29, with an average of over 10 incidents a day including assaults, property damage, and land takeovers.

Military under severe strain

The Israel Defense Forces (IDF) last month diverted a combat battalion from the northern border with Lebanon to the West Bank amid the wartime surge in settler violence. During the cabinet meeting discussing the new outposts, the IDF chief of staff Eyal Zamir warned government ministers that the military is under severe strain due to manpower shortages and expanded operational demands, including in the West Bank, according to the two Israeli sources, who were briefed on the details of the meeting.

In the same meeting, Netanyahu’s security cabinet also backed a directive targeting Jewish “nationalist crimes” in the West Bank, two Israeli officials told CNN. Un joven de 18 años fue presuntamente alcanzado por un proyectil disparado por un agente federal mientras asistía y documentaba una protesta el mes pasado, lo que provocó que el estudiante de primer año de la Universidad del Sur de California perdiera un ojo, según detalló su abogado.

Miles de personas, entre ellas Tucker Collins, participaron el 28 de marzo en manifestaciones bajo el lema “No Kings” en todo el país, protestando contra las políticas del presidente Donald Trump, el aumento del costo de vida y la guerra con Irán.

Collins fue alcanzado en su ojo derecho por un proyectil no letal disparado por un agente del Departamento de Seguridad Nacional (DHS) mientras documentaba la protesta frente al Centro de Detención Metropolitano en Los Ángeles, “destruyéndole el globo ocular y fracturándole los huesos de la órbita ocular”, según declaró su abogado, V. James DeSimone, a CNN.

Al preguntársele sobre lo sucedido y por qué se disparó el proyectil, el DHS respondió: “La Primera Enmienda protege la libertad de expresión y la reunión pacífica, no los disturbios”.

La agencia declaró que “los alborotadores arrojaron piedras, botellas y bloques de cemento a los agentes” y que se emitieron siete advertencias antes de que se implementaran las medidas de control de multitudes. Según el DHS, tres manifestantes también fueron arrestados.

“El DHS está tomando las medidas apropiadas y constitucionales para defender el estado de derecho y proteger a nuestros agentes y al público de los alborotadores peligrosos. Nuestros agentes del orden han seguido su entrenamiento y han utilizado la mínima fuerza necesaria para protegerse a sí mismos, al público y a la propiedad federal”, decía su comunicado.

El DHS no respondió si la agencia le proporcionó tratamiento o si ha estado en contacto con Collins desde su lesión.

Collins siguió al grupo de manifestantes hasta el centro de detención tras participar en la manifestación local “No Kings” en Los Ángeles, con la intención de documentarla, dado su interés por la fotografía y los cortometrajes, según declaró DeSimone. Aunque la multitud de manifestantes y los agentes de la ley estaban separados por una alta barrera metálica negra, y Collins se mantuvo alejado de la primera línea de la protesta, aun así recibió un impacto en el ojo, según afirmó su abogado.

Según DeSimone, una enfermera presente en la protesta le curó la herida. Collins fue trasladado al hospital, pero los médicos no pudieron salvarle el ojo y tuvieron que extirpárselo quirúrgicamente.

“Tucker sufrió una lesión que le cambió la vida mientras documentaba una protesta, no mientras participaba en la violencia. Eso debería alarmar a cualquiera que se preocupe por los derechos civiles, la libertad de prensa y la rendición de cuentas”, dijo DeSimone en un comunicado. “No estaba amenazando a nadie. No estaba atacando a nadie”.

El estudiante de primer año de la USC estudia ingeniería astronáutica con una subespecialización en artes cinematográficas y, a pesar de su ceguera parcial, ha continuado con sus estudios durante su recuperación, según DeSimone. Collins se está acostumbrando a leer con un solo ojo, lo que afecta su capacidad de estudio, pero “sigue decidido a intentarlo”, afirmó su abogado.

“Tomar fotografías no es un disturbio”, dijo DeSimone. “Eso es una completa tontería, y además es una crueldad”.
