(CNN) — As the federal judiciary makes a rare personal pitch to Congress this week for tens of millions of dollars in additional security funding, the Supreme Court is sending a messenger who is positioned to speak in unusually personal terms about the threats the judiciary faces.

Justice Amy Coney Barrett has been at the center of several startling security incidents since President Donald Trump named her to the high court nearly six years ago, most recently a swatting attempt at her home in May that was thwarted after police realized she was the target.

“She has firsthand experience with this issue,” said Gabe Roth, who leads Fix the Court, a group that advocates for transparency and other reforms in the judiciary. “She’s a smart pick for the testimony.”

But Barrett will also be speaking at two hearings Tuesday just days after the Supreme Court wrapped a divisive term that invalidated Trump’s efforts to end birthright citizenship and impose global tariffs. Despite being closely aligned with the court’s conservatives, she has drawn a storm of criticism on the right for supporting those decisions.

It’s not clear whether that friction will come up at the hearings Tuesday, though multiple congressional aides told CNN that lawmakers are preparing questions that will take Barrett and Justice Elena Kagan, a member of the court’s liberal wing who will also appear at the hearings, far beyond their budget talking points.

The nine members of the Supreme Court rarely appear on Capitol Hill — a justice last testified before Congress in 2019 — and most of their off-the-bench appearances tend to be heavily scripted, moderated by federal judges speaking before reverential audiences.

But the Supreme Court, like every other part of the federal government, relies on Congress for most of its budget. And this year, with a well-documented wave of physical and cyber threats, the judicial branch is asking for a lot.

The judiciary has requested nearly $921 million for security, a $29 million increase over last year, for frontline security forces at federal courthouses. The request includes an increase of nearly $15 million to make members of the Supreme Court Police available to protect the justices and their families, including at their homes. The US Marshals Service took on the responsibility of protecting the justices’ homes in 2022 following the unprecedented leak of a draft opinion of the decision overturning Roe v. Wade, but that was never intended to be a permanent solution.

Overall, the judiciary is seeking $9.7 billion in discretionary funding, a 4.5% increase over last year.

Security incidents involving judges that the Marshals Service classified as of “significant concern” jumped 57% in 2025 — a point Barrett and Kagan are sure to stress.

Barrett has been involved with several close calls that have become public. Police in Washington’s Virginia suburbs said in May that they had been called to the home of a Supreme Court justice for what they determined was a “fictitious” report of gunfire. CNN later reported that it was Barrett’s home that was targeted, though neither the justice nor the court has publicly acknowledged the incident.

Remain out of the water due to hazardous swimming conditions, or
stay near occupied lifeguard towers. Rock jetties can be deadly
in such conditions, stay off the rocks.

Seek shelter inside a fully enclosed building or car with metal
roof if lightning is in the area and wait until the lightning has
left the area.

(CNN) — French firefighters are battling a huge blaze in a forest just south of Paris as a devastating heatwave extends its deadly sweep across Europe.

More than 3 square miles (800 hectares) of the Fontainebleau forest have been burned, reported CNN affiliate BFMTV on Monday, and fire-fighting aircraft have been scooping up water from the River Seine as part of efforts to get the fire under control.

French Interior Minister Laurent Nuñez told reporters police are investigating whether the fire was started deliberately. Wildfires had also broken out in other parts of the country, Nuñez said in a post on X on Sunday.

Wildfires are not unusual in Europe, but the climate crisis is driving hotter, drier weather, which is setting the stage for fiercer fire seasons. They are also happening earlier in the year and are of growing intensity.

In much of France and Spain, an exceptionally wet winter left a lot of vegetation that quickly turned to tinder as three successive heatwaves sent temperatures into the high-30s Celsius.

That has led to a spike in the number of larger fires, according to data from the European Forest Fire Information System (EFFIS).

Extreme heat is also driving excess deaths. In France, more than 2,000 deaths during the last week of June were attributed to the heat. France saw its hottest day ever on June 24.

Deaths rose 29% in the last week of June compared to the week before, according to French Health Minister Stéphanie Rist, who noted a “clear increase” in deaths among those aged over 45.

And this trend is likely to continue in the coming years as Europe is the world’s fastest-warming continent, with temperatures increasing more than twice as fast as the global average, according to the EU’s Copernicus Climate Change Service.

(CNN) — In December 2015, when Donald Trump was still a long-shot candidate in the GOP’s sprawling primary field, Republican Sen. Lindsey Graham offered a brazen assessment of the political outsider.

“You know how you make America great again? Tell Donald Trump to go to hell,” Graham, who was also among the dozen Republicans running for the 2016 presidential nomination, declared on CNN. Then, he pilloried Trump’s proposed ban on all Muslims from entering the country: “He’s a race-baiting, xenophobic, religious bigot.”

It was the unlikely beginning of what would become one of Washington’s key political relationships. The Graham-Trump alliance — which at first flummoxed many in both men’s inner circles — steered two terms of presidential foreign policy across multiple continents, and the GOP’s agenda on Capitol Hill.

Graham, the ultimate Washington power player, had spent years dealmaking with Democrats, including President Barack Obama. In his 30-plus years in politics, he refused to ascribe to party-line ideology, which he made clear with his frequent attempts to fix the US immigration system, or his disgust of the tea party movement.

Then came Trump — and his stunning 2016 win. Within months, Graham had transfigured himself from Trump’s most prominent primary foe into one of his most critical partners — his closest ally in Congress, a fierce TV surrogate and frequent golf partner.

Beginning with a March 2017 lunch that brokered peace between the two men, Graham persistently worked his way into Trump’s inner circle through frequent phone calls and golf outings. (Graham joked afterward that the meeting went so well that he gave the president his “new cell phone number,” after Trump gave out the senator’s number at a campaign rally.)

“Lindsey used to be a great enemy of mine, and now he’s a great friend of mine,” Trump marveled during one meeting with Senate Republicans in 2018. “I really like Lindsey. Can you believe that?”

In response to Graham’s unexpected death over the weekend, Trump called him “one of the greatest people and Senators I have ever known.”

For Trump’s second term, Graham put himself at the center of the president’s biggest ambitions, including the Iran war and a massive modernization of the Pentagon. He would have been a critical voice in multiple looming issues on the Hill — such as a bipartisan push for Russian sanctions, a deal on which Graham had announced just 48 hours before his death, and the confirmation of Trump’s new attorney general pick.

“He was one of those guys, just like Marco [Rubio], just like Jeb Bush, who didn’t understand the Trump phenomenon,” one longtime Trump adviser said of Graham’s initial resistance to Trump’s rise within the GOP. “But eventually Lindsey Graham figured it out. He saw that Donald Trump was where all the energy and the passion was in the Republican Party.”

Graham over the last decade morphed into one of Trump’s most trusted counselors on high-stakes geopolitical matters, the adviser said, earning the president’s confidence even as they often disagreed on key strategic issues, including the extent of US support for Ukraine and the White House’s efforts to negotiate an end to the Iran war.

“He looked at Lindsey as one of his foreign policy experts,” the adviser said. “He didn’t always agree with him, but I think he respected him.”
