(CNN) — After about a year of planning, an 18-year-old was arrested on New Year’s Eve in a suburb of Charlotte, North Carolina, accused by federal prosecutors and the FBI of intending to carry out a terror attack using knives and hammers that same day.

Christian Sturdivant was arrested and charged with attempting to provide material support to a foreign terrorist organization, Russ Ferguson, US Attorney for the Western District of North Carolina, announced in a joint news conference with the FBI late Friday morning.

The teen was communicating online with someone he thought was a member of the violent extremist group, ISIS, Ferguson said. Instead, he was chatting with an undercover NYPD agent.

Sturdivant, a US citizen, was arrested before any such plan could commence on New Year’s Eve as he was being released from a medical facility, James C. Barnacle Jr., FBI special agent in charge, said. While the teen planned to carry out an attack that day, it was not tied to a specific New Year’s event.

Sturdivant is currently being held at Gaston County Jail on a federal hold, jail records show. He faces a statutory maximum sentence of 20 years if convicted, Ferguson said. The teen appeared in court for the first time Friday and another hearing is set for January 7. CNN has reached out to his attorney but has not heard back.

This appears to be at least the second known alleged attack plot disrupted during the New Year holiday this year following a separate incident in Los Angeles, where the FBI arrested four people for allegedly working together on a bomb plot that was set to take place around the city on New Year’s Eve.

Teen plotted to ‘do Jihad soon,’ authorities said

From conversations with two undercover agents, Ferguson said it became clear Sturdivant was planning to “do Jihad soon,” clearly outlining to agents the venue for his alleged attack: a local grocery store and a fast food restaurant in Mint Hill, a Charlotte suburb more than 10 miles outside the city.

During a search warrant executed at Sturdivant’s home, FBI agents found hammers and knives hidden under his bed, handwritten notes about the alleged plot and a list of targets along with details about what he’d wear during and how he would execute it.

From what authorities described as a manifesto, titled “New Years Attack 2026,” investigators gathered Sturdivant was targeting Jews, Christians and the LGBTQ community with a goal to stab “as many civilians as possible,” authorities said.

The note also had a section headlined as “martyrdom op,” which described a plan to attack any law enforcement that responded to the attack with the intent that Sturdivant would die a martyr, the FBI said.

Ferguson called the attack “very well planned,” adding Sturdivant “was preparing for Jihad and innocent people were going to die, and we were very, very fortunate they did not.”

SANTA BARBARA COUNTY, Calif. (KEYT) – Sable Offshore has not completed all necessary steps to restart oil production locally a state regulator confirmed Friday.

On Wednesday, the 9th Circuit Court of Appeals decided to not immediately halt the Houston-based company's plans to use pipelines shuttered since the Refugio Oil Spill of 2015 to transport oil, but according to California State Parks, an easement necessary to restart production has not been granted for pipelines that cross through the state agency's jurisdiction.

"Sable still needs to obtain an easement for the portion of the pipeline on State Parks land prior to restarting operations," stated the Deputy Director of Communications and Marketing for California State Parks Marty Greenstein in response to Your News Channel's inquiries. "On Nov. 13, 2025, State Parks informed Sable it will be preparing an Initial Study to determine the proper CEQA documentation for Sable’s easement request at Gaviota State Park."

The request to stay the U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration's decision to take over oversight of Sable Offshore's restart plans using emergency permits was denied after environmental groups challenged the Trump Administration's approval.

Plaintiff's alleged in their suit filed on Dec. 24, that the federal regulator had, "bypassed the required public notice, opportunity for public participation, statement of reasons for its decisions, and other conditions generally required for pipeline safety regulation waivers under the federal Pipeline Safety Act".

In response, the Pipeline and Hazardous Materials Safety Administration argued that the emergency permits granted to Sable Offshore were based on a national energy emergency declared by President Trump earlier this year and could bypass regulatory requirements.

Earlier in December, an 8-K filing with the U.S. Securities and Exchange Commission revealed that the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration informed Sable Offshore that it had approved its restart plans for Line CA-324 and Line CA-325 on Dec. 22, 2025.

Line CA-324, formerly known as Line 901, has remained dormant since it ruptured, causing the 2015 Refugio Oil Spill which impacted 150 miles of California coastline and destroyed thousands of acres of shoreline habitats.

(CNN) — Minnesota child care centers at the center of widespread fraud allegations fueled by a viral video were operating as expected when visited by investigators, the state Department of Children, Youth, and Families said in a news release Friday.

“Children were present at all sites except for one – that site, was not yet open for families for the day when inspectors arrived,” the agency said.

The agency gathered evidence and initiated further review, noting the investigation into four centers was ongoing, the report stated.

The report comes days after YouTube content creator Nick Shirley, who has created anti-immigrant and anti-Muslim videos in the past, posted a viral video in which he claimed to find widespread fraud at Somali-run child care centers.

The video, which includes limited evidence for the creator’s allegations, has received 3 million views on YouTube as of Friday and gained traction after being reposted by Vice President JD Vance and former Department of Government Efficiency leader Elon Musk.

The state Department of Children, Youth, and Families on Friday warned distribution of “unvetted or deceptive claims and misuse of tip lines can interfere with investigations, create safety risks for families, providers, and employers, and has contributed to harmful discourse about Minnesota’s immigrant communities.”

“DCYF remains committed to fact-based reviews that stop fraud, protect children, support families, and minimize disruption to communities that rely on these essential services,” the report said.

After the video’s release, Health and Human Services froze all child care payments to the state for review, as the FBI and Department of Homeland Security investigate allegations of fraud.

In addition to demanding a state audit of the Minnesota day care centers featured in the video, Health and Human Services secretary Jim O’Neill said the agency would now require justification and receipts or photo evidence for all payments to states from the department’s Administration of Children and Families.
