SANTA BARBARA COUNTY, Calif. - High 60s and mostly clear skies can be expected Tuesday.

A rainy system will move into Northern California Wednesday and will increase our cloud coverage though rain is unlikely across our region expect for slight chances in northwest SLO County.

We will clear Thursday and warm into the low 70s with gusty east winds to pick up in Ventura County.

Offshore winds and warm weather continues into the weekend bringing us to the mid 70s and some areas nearing 80.

Slight cooling begins Sunday, February 1st, with no rain chances at this time beyond the 7 day forecast.

El ministro del Interior de Venezuela, Diosdado Cabello, dijo este lunes que 808 personas han sido excarceladas en el país desde diciembre, como parte de un proceso que, según el funcionario, fue ordenado por el derrocado presidente Nicolás Maduro “para la convivencia y la paz”.

Cabello hizo estas declaraciones cuando están por cumplirse tres semanas de que el 8 de enero el presidente de la Asamblea Nacional, Jorge Rodríguez, del oficialista Partido Socialista Unido de Venezuela (PSUV), anunciara que las autoridades venezolanas liberarían a “un número importante” de personas para distender la situación política en la nación sudamericana.

En un acto público, Cabello dijo que las 808 excarcelaciones muestran la voluntad del Gobierno de Venezuela y, como hizo la semana pasada la presidenta encargada, Delcy Rodríguez, dijo que el país está abierto a que el Alto Comisionado de la ONU para los Derechos Humanos, Volker Türk, haga una visita para verificar el proceso.

“Que venga el Alto Comisionado, que converse. Nosotros no tenemos nada que ocultar, al contrario”, señaló.

“Estamos haciendo una revisión (de los casos), ordenada por la presidenta encargada, por el presidente Nicolás Maduro, para la convivencia y la paz de este país”, agregó.

Las cifras de Cabello, sin embargo, contrastan con las que tienen organizaciones no gubernamentales de derechos humanos como Foro Penal. Desde el 8 de enero, Foro Penal tiene registro de solo 266 excarcelaciones de presos políticos, según el más reciente balance que dio a conocer este lunes.

El Gobierno de Venezuela dice que quienes han sido excarcelados estaban acusados de diversos delitos —como atentar contra el orden público—, señala que quienes están acusados de homicidio, narcotráfico u otros actos violentos estarán excluidos del proceso y niega que en el país haya presos políticos.

Desde el día del anuncio de Jorge Rodríguez, algunas familias de personas detenidas han realizado diversas manifestaciones afuera de centros penitenciarios para pedir por la salida de sus seres queridos. Algunos manifestantes incluso han montado casas de campaña y organizado vigilias.

Foro Penal estima que a la fecha hay más de 700 presos políticos en Venezuela.

Trump says he’s raising tariffs on South Korea because the country ‘is not living up’ to trade agreement

(CNN) — President Donald Trump announced on Monday he is raising tariffs on goods from South Korea to 25% from 15%.

“Because the Korean Legislature hasn’t enacted our Historic Trade Agreement, which is their prerogative, I am hereby increasing South Korean TARIFFS on Autos, Lumber, Pharma, and all other Reciprocal TARIFFS, from 15% to 25%,” Trump wrote in a Truth Social post. It’s unclear if the change has already taken effect.

The White House did not immediately respond to CNN’s request for comment.

South Korea is one of the United States’ top sources of foreign goods, shipping $132 billion worth of goods to the country in 2024, according to Commerce Department data. Top exports to the US include cars and car parts as well as semiconductors and electronics. These goods are at risk of getting more expensive from the higher levies.

Trump announced a trade agreement with South Korea in July that prevented tariffs on goods from the country from going from 10% to 25%. The agreement also called for preferential rates on imported cars, among other goods.

Trump’s ability to increase across-the-board tariffs on goods from South Korea or other countries could be hindered by the outcome of a landmark tariff case currently before the Supreme Court.

The case will determine whether Trump had the legal authority to impose country-specific sweeping tariffs. If the justices side against the administration, Trump would likely not be able to immediately change tariff rates for all goods coming from specific countries.

Trump’s announcement follows a string of recent tariff threats, including a 100% tariff on Canadian goods and an additional 10% levy on countries opposed to his Greenland ambitions, the latter of which he walked back.

Mexico investigates deadly attack after soccer match as Sheinbaum faces pressure to curb crime

(CNN) — Gunmen opened fire at a soccer field in Mexico on Sunday, killing at least 11 people and wounding 12 in the latest attack to have highlighted the country’s struggles with violent crime.

The attack followed a game at a private soccer field in Salamanca, a city in the violence-plagued state of Guanajuato, which has been the scene of several deadly incidents in recent days.

An armed group arrived after the game and began shooting people, according to Salamanca’s Mayor César Prieto, who described it as a “deplorable and cowardly attack” and a moment of “grave social breakdown.”

It is unclear what prompted the attack. The state attorney general’s office said it is investigating.

Ten people died at the scene and one died while receiving medical attention at a hospital, prosecutors said. A woman and a minor were among the wounded, according to the mayor.

It followed separate attacks around Salamanca on Saturday that left six dead and a thwarted attack on a facility of the state-owned Pemex oil company, where federal authorities deactivated an explosive device, according to the mayor.

“Criminal groups are trying to subdue the authorities, something they will not achieve,” Prieto said, adding that he had requested support from state and federal authorities to “restore peace.”

Mexico’s President Claudia Sheinbaum said the federal security cabinet was coordinating with state officials and prosecutors to identify those responsible, while Guanajuato’s governor Libia García Muñoz Ledo said security in the region was being reinforced.

“The state attorney general’s office strongly condemns these acts that threaten life and social harmony, and is therefore acting with firmness, responsibility and sensitivity, placing the victims and their families at the center of the investigation and access to justice,” Guanajuato authorities said.

Guanajuato borders Jalisco, where several World Cup soccer matches will be played later this year. It has high levels of organized crime and one of the highest homicide rates per capita in Mexico.

The attack comes amid pressure on Sheinbaum from US President Donald Trump, who has been demanding Mexico step up its operations against criminal groups, particularly drug cartels.

In recent months, many high-impact crimes such as intentional homicide have decreased nationwide, according to official figures. During Sheinbaum’s first year in office, there was a 37% drop in the daily average of intentional homicides, with November registering the lowest number since 2015, according to the Executive Secretariat of the National Public Security System.

But violence has intensified in some parts of the country, including the northwestern state of Sinaloa, following the 2024 capture in Texas of Ismael “El Mayo” Zambada, one of the founding leaders of the Sinaloa Cartel. His arrest led to an internal war between rival factions of the powerful criminal organization. To this day, the wave of violence rages on in Sinaloa and other states where the cartel has influence.
