Oregon investigará tiroteo de agentes contra dos personas que, según autoridades, tienen vínculos con el Tren de Aragua

Las autoridades de Oregon están investigando un tiroteo realizado por un agente de la Patrulla Fronteriza en Portland que dejó heridos a dos personas que, según autoridades federales, están vinculadas a una violenta organización criminal internacional. El tiroteo ocurrió el jueves durante una parada vehicular selectiva alrededor de las 2:19 p. m., hora local, informó la subsecretaria del Departamento de Seguridad Nacional (DHS, por sus siglas en inglés), Tricia McLaughlin. Aseguró que el conductor intentó atropellar a un agente de la Patrulla Fronteriza, y que este disparó en defensa propia.

“El conductor del vehículo, Luis David Nico Moncada, es un inmigrante indocumentado de Venezuela y presunto miembro de la organización criminal Tren de Aragua”, publicó el DHS el viernes en X.

“La pasajera, Yorlenys Betzabeth Zambrano-Contreras, es una inmigrante indocumentada de Venezuela y está asociada con el Tren de Aragua”, indicó el DHS. “Desde su ingreso ilegal, Contreras desempeñó un papel activo en una red de prostitución del Tren de Aragua y estuvo involucrada en un tiroteo anterior en Portland”.

El Tren de Aragua es una notoria organización criminal venezolana que el presidente Donald Trump ha señalado en medio de acusaciones de narcotráfico, homicidio y otros actos violentos. No se difundieron de inmediato detalles sobre por qué las autoridades federales creen que ambos están vinculados a la pandilla.

Cuando los agentes de la Patrulla Fronteriza se identificaron ante los ocupantes del automóvil, “el conductor utilizó su vehículo como arma e intentó atropellar a los agentes del orden”, dijo McLaughlin el jueves.

“Temiendo por su vida y seguridad”, un agente abrió fuego, explicó. “El conductor huyó con la pasajera, escapando del lugar”.

Posteriormente, los ocupantes del auto fueron trasladados a un hospital después de que la policía local los encontrara, de acuerdo con una fuente policial de alto rango. El hombre del vehículo recibió un disparo en el brazo y la mujer fue herida en el pecho, señaló la fuente.

Este viernes, McLaughlin dijo a CNN que el hombre y la mujer no están casados.

Ambos permanecían hospitalizados la mañana del viernes y el FBI asumirá la custodia tras su alta, según el DHS. El FBI, que calificó el incidente como una agresión contra funcionarios federales, dijo que está investigando el caso. Su estado no fue aclarado de inmediato.

Ningún agente resultó herido en el tiroteo, dijo una fuente federal del orden a CNN.

El tiroteo del jueves en Portland aumentó las tensiones un día después de que un agente de Inmigración y Control de Aduanas (ICE, por sus siglas en inglés) disparara mortalmente a una mujer en Minneapolis, lo que provocó protestas en todo el país.

FBI picks career agent to replace Dan Bongino as deputy director

(CNN) — FBI Director Kash Patel has named Christopher Raia, a seasoned career agent, to replace Dan Bongino as deputy director, according to people briefed on the matter.

Raia is a respected agent with 22 years’ experience, and his appointment restores the decades-long tradition of having a career agent serve in the role. He will serve alongside co-deputy director Andrew Bailey, a political appointee installed in that role in September by Attorney General Pam Bondi.

The deputy FBI director role is responsible for day-to-day management of the FBI, which is why Patel wanted an insider to handle the job. His plans for career deputy upon taking office last year were dashed when the White House chose Bongino, a former Secret Service agent and prominent pro-Trump podcaster to take the job.

Struggles emerged quickly and within months Bongino was publicly letting it be known he hated the job. He complained in interviews that the long hours and time away from family were difficult. Bongino’s mercurial management style and his social media sparring with critics added to tensions inside the bureau.

The FBI didn’t immediately respond to a request for comment.

Raia most recently served as assistant director of the New York field office, one of the bureau’s most coveted roles, taking on the role in April following a tumultuous purge of senior leadership of the FBI in the opening months of President Donald Trump’s second term. ABC News earlier reported Raia’s appointment.

The Raia appointment will likely be welcome news to agents and employees who have dealt with the turmoil of the past year.

In early 2025 near the end of the Biden administration, after a terrorist attack in New Orleans and missteps in the early handling of the investigation, Raia was dispatched to take over management of the probe and present a steady public response.

SANTA BARBARA COUNTY, Calif. - Santa Ana winds get stronger in Ventura County on Saturday with warmer temperatures and more sunshine across the region through the weekend.

High wind warnings and advisories continue through Sunday with gusts up to 50 mph in Ventura County.

It will be breezy at times in San Luis Obispo County, very calm winds expected for Santa Barbara County.

Santa Ana winds will decrease on Monday.

Warming continues through midweek next week as high pressure builds in from the west, warming us up to around 75 degrees.

Above normal temperatures will be lasting through next weekend - creating an extended period of sunny and warm weather locally.

High surf also continues until 9pm Friday north of Pt Conception with 10-15 ft waves.

How a gang tattoo removal program is helping people start fresh

When people walk into the Clean Slate tattoo removal clinic at the University of California San Diego, they carry more than just ink on their skin. Many are justice-impacted adults — people with histories of incarceration, probation, or parole — trying to shed a visible reminder of a past they’ve already worked hard to leave behind.

Some arrive with gang tattoos on their faces or hands that expose them to violence. Others want to swap a back-of-the-house job for a promotion that puts them in front of clients. Still others simply want their outer self to reflect the transformation they’ve made in their lives.

For the past decade, Clean Slate has helped them do just that. One laser pulse at a time. Reasons to be Cheerful tells the story of how the organization started and how it positively impacts the lives of its clients.

The idea for Clean Slate began not in California, but across the border in Mexico. Victoria Ojeda, professor at UC San Diego’s School of Public Health and Human Longevity Science, launched a small pilot in Tijuana around 2011. At the time, tattoo culture in Mexico was more conservative than it is today.

“The goal there was to test: Does providing tattoo removal for [the migrant community there] help increase employment, decrease police contact, reduce stigma?” says Ojeda. “We saw some success — the promise of employment and reduced stigma. Those were really great indicators.”

There’s always something distinct about a prison tattoo or a gang tattoo compared to something you might get out in the community, explains Ojeda, although she adds that even tattoos that aren’t technically gang-related could be misread, bringing unwanted scrutiny.

The pilot was short-term but promising. Colleagues on the U.S. side quickly took notice. “They said, ‘Wow, it would be amazing if you can bring this to San Diego because there’s a big need,’” Ojeda remembers. “Although tattoos have become more normalized, folks who have what are considered anti-social images or text marked on their bodies are not always viewed positively. Couple this stigma with an individual who is released from jail or related to a gang, and you have a negative perception that may create problems for persons who are re-entering society.”

That need was underscored when she discovered that San Diego residents were driving three hours north to Los Angeles, waiting months or years to access tattoo removal services at Homeboy Industries, the largest gang rehabilitation and reentry program in the country, founded by Father Gregory Boyle. Homeboy runs one of the busiest free tattoo removal clinics in the world, removing more than 50,000 tattoos each year.

“The question was, why don’t we have this in our community? People should not have to leave and drive three hours,” Ojeda says.
