Estados Unidos anuncia nuevos aranceles del 25 % a Brasil por prácticas comerciales “desleales”

Estados Unidos planea imponer un arancel del 25 % a algunas importaciones brasileñas, después de que una investigación de un año concluyera que el país había incurrido en prácticas comerciales “desleales”.

El Representante Comercial de Estados Unidos (USTR), Jamieson Greer, anunció las medidas el miércoles por la noche en un comunicado, en el que afirma que su investigación concluyó que las políticas brasileñas perjudican los intereses de los estadounidenses con prácticas relacionadas con el comercio digital, aranceles preferenciales injustos, acceso al mercado del etanol y otras áreas.

“El presidente Lula y su Gobierno no han negociado de buena fe con Estados Unidos”, escribió el secretario de Estado Marco Rubio en X. “Sus políticas económicas son perjudiciales para los estadounidenses y para los brasileños. Durante el último año, Lula ha antepuesto su ego al bienestar del pueblo brasileño, y estos aranceles son el precio que paga por ello”.

Los aranceles, propuestos por primera vez el mes pasado, entrarán en vigor el 22 de julio.

Según un comunicado de la Oficina del Representante Comercial de Estados Unidos (USTR), existen exenciones para algunos productos que podrían interrumpir las cadenas de suministro y que no se producen en EE.UU. Esto incluye ciertas materias primas, productos farmacéuticos y café, entre otros.

Greer afirmó que Estados Unidos sigue dispuesto a continuar las negociaciones con Brasil para resolver los problemas.

Estados Unidos inició la investigación inicial el pasado mes de julio en virtud del artículo 301 de la Ley de Comercio de 1974, diseñada para afectar las prácticas extranjeras que inciden en el comercio y la competitividad estadounidenses.

Ese mismo mes, el presidente Donald Trump también anunció un arancel del 50 % a Brasil —que luego retiró— y acusó a su Gobierno de violaciones de los derechos humanos.

Trump había amenazado con medidas económicas si Brasil no ponía fin al juicio contra el expresidente de derecha Jair Bolsonaro.

La Sección 301 se invoca con mayor frecuencia para países que mantienen un superávit comercial significativo con Estados Unidos, como China, que el año pasado exportó US$ 202.100 millones más en bienes de los que importó de Estados Unidos.

El superávit comercial de bienes de Estados Unidos con Brasil fue de US$ 14.400 millones el año pasado, un 112,8 % más que el año anterior.
